HB 18 exempts "a small business as defined by the United States Small Business Administration on September 1, 2024" but doesn't give any guidance beyond that. It seems that a forum run as a personal project is within the scope of HB 18, but the same project incorporated as an LLC would not be? Am I reading all this wrong, or is it really as confusing as I think it is?
