					<description><![CDATA[Over the years, I&#039;ve seen complaints from many industries about regulatory uncertainty. Frankly, some of these complaints have struck me as exaggerated. However, UGC hosting is one industry where regulatory uncertainty is insanely, cripplingly high right now. How can anyone in the industry plan anything? (Unless you&#039;re Google or Facebook, so you can afford armies of lobbyists and lawyers.) It isn&#039;t just that we don&#039;t know what regulations will be adopted. It&#039;s that some of the ideas being discussed are wildly inappropriate. The notion that most UGC hosts are anything like common carriers, let alone state actors, is preposterous.
