I have used a P.O. box on my drivers licence for decades in Nevada, last time I went to renew they said I must use a physical address.

I have owned thousands of adult domain names over the years, Godaddy still allows P.O. boxes, and the names I have used for contact info never has been verified. Minimum wage workers at checkout time, poor shopping cart script, who knows why they are so lose on verification. either way Godaddy gets paid. I just looked at your .sucks post, $2,400 for a domain name.

I enjoy reading your stuff, Tks. FIBER0PTIC

I was wondering about that too. The Final Rules draft was almost certainly finished before Pallante's departure, so I attribute it to her regime. However, in the prior NPRM from May, the office mentioned that the project of building the electronic database sat in the LOC for years. It's possible that resource battles over completing this project could have led to friction or sniping. Eric.

For another perspective, this is rather problematic in my world. I work with small personally-funded web startups, a lot. They come to me during dev, I draft them some terms/policies, IC contracts, etc., consult and advise re DMCA and all the things, and they go on their way. They are no longer my client. They either fail, or succeed; and invariably rejigger their entire biz model along the way because that's what happens when you actually build it. Even when they're straight goods/services sites, almost all of them have some form of UGC -- blog comments, forums, whatever. And if this no-longer-my-client decides to add riskier (e.g. uploads) UGC after I'm out of the picture, I don't know about it, so let's hope they kept their safe harbor from what I told them way back when. But they are on their own at that point. And there are lots of these businesses I may never communicate with again -- until they're getting sued, or shaken down by a troll... and then I at times find what a mess they made of the legal stuff I did for them. So, yeah, adding more ways to create risk for entrepreneurs is not a good thing.

Just reading this now (though I saw the Copyright Office's announcement earlier today). Any possibility that there's a connection between this news and the recent departure of Maria Pallante as Register of Copyrights?

Now hang on -- you are worried about the burden placed on UGC sites that are not run as a business? Does such a thing exist? (yeah, I mean other than this blog...or arguably, Twitter).

Clearly, I have spent too long focusing on the chore of practicing law for commercial gain. To my mind, the idea of someone bothering to spend $400 to sue a non-commercial UGC site....well, that sounds about as rare as a unicorn pooping a rainbow. I know this does happen, but not in my universe.
