					<description><![CDATA[Unfortunately, 47 USC 230 (better known to most as &quot;The Communications Decency Act of 1996&quot;) has done incalculable harm to many tens of thousands of innocent people who have been viciously attacked in online forums and social media by Internet stalkers.  Those people have been unable to halt the aggressive, abusive behavior because service providers hide behind the law (which was written at the demand of and benefit for AOL, which no longer operates online discussion forums for its users).  Attorneys are unwilling to take on any of these cases on a pro bono basis and without an actual court order declaring defamation has occurred there is no way to compel service providers to enforce their terms of service -- which all too often forbid exactly the kind of behavior that they turn a blind eye too.

What&#039;s worse, no one is upholding the Section 113 of the Violence Against Women Act, which President Bush signed into law in 2006; it forbids exactly the kind of cyberstalking (and imposes prison time as well as fines for anyone convicted of this felony) that has led to a multitude of consumer complaints about 47 UCS 230.  It is a terrible law that never should have been written in the first place, as it only supported corporate greed (it was AOL&#039;s way of avoiding a lawsuit about not enforcing its terms of service).  Today it only supports abuse and harassment.
