Although the state licenses at 4 levels (LBSW, LMSW,CSWA, & LCSW). Apparently state employed “social workers” are exempt. I’m curious about this individuals education: she indicates that she has a PhD. In what? Dr. Shepherd is not presently nor has ever been a social worker licensed in Oregon.
